The riser plate sets how far the pad sits below the deck. Get it wrong and you either run the pad too light, so it polishes air, or too heavy, so the motor labours and the pad wears through in a shift. The holder is the clamp that keeps the pad centered and attached. Machines that came from the factory with a plate need that plate back when you replace the driver; fitting a bare driver to a deck expecting one changes the working height.
